Inflation Adjustment for Acquisition-Related Thresholds |
A Final Rule became effective on September 28, 2006 adjusting acquisition related thresholds in the FAR for inflation. It implements Section 807 of Public Law 108-375 which provides for the adjustment every five years of acquisition-related thresholds, except for Davis-Bacon Act, Service Contract Act, and trade agreement thresholds.
Generally these threshold increases are beneficial preventing burdensome compliance requirements on smaller acquisitions. One threshold change that may impact small businesses in the short-term is the increase of the micro-purchase threshold (FAR 2.101) from $2,500 to $3,000, because the simplified acquisition threshold is not being raised at this time.
Frequently used thresholds that were adjusted include:
· The cost or pricing data threshold(FAR 15.403-4) has been raised from $550,000 to $650,000.
· The Federal Procurement Data System (FPDS) for collecting, developing, and disseminating procurement data to the Congress, Executive Branch, and private sector reporting threshold (FAR 4.602(c))has been increased from $2,500 to $3,000.
· The Commercial Items test program ceiling (FAR 13.500) has been increased from $5,000,000 to $5,500,000.
· The prime contractor subcontracting plan requirement (FAR 19.702) has been increased from $500,000 to $550,000, but for construction ($1,000,000) is unchanged.
